This paper presents a survey of the evidence and debate on the social determinants of productivity in the context of the Canadian productivity debate. The purpose of the paper is to try to make sense of the seemingly contradictory pieces of theory and evidence linking social policy to economic growth. Essentially the paper looks at 4 areas of research: the growth and inequality debate; the small but growing literature on the policy determinants of economic growth; an examination of 2 specific social policies (education and health); the literature on major technological change, wage inequality and the new economy. To provide the context for this discussion, the paper also includes some background material on economic growth, productivity, and social policy in OECD countries.

After providing an historical perspective, the paper presents in a first part the three dimensions of SD and eight attributes that are common to most approaches even though these properties are variously interpreted and a common SD definition to most approaches is still elusive. This is followed by a look at the way neo-classical economics has attempted to fomalize these properties. The paper then discusses the concept of carrying capacity. In a second part, the paper examines SD at the international level from both a theoretical and institutional point of view. A third part of this paper looks at SD in an open economy. In a fourth part, the paper looks at SD at the industrial level. Finally, in a fifth part, the paper examines how external and internal factors contribute to promoting SD at the firm level.

The general purpose of this study is to examine how restructuring has affected company performance in Canada. The following matters are studied: the general and specific factors that have fuelled restructuring in Canadian firms; the general pattern of restructuring practices and the forms of restructuring; reasons for successful restructuring in some companies, and whether Canadian firms can learn from such experience; and the effects of restructuring on company profitability, productivity, and employment. Basic data for the study were compiled from an interview survey of individual companies. Types of restructuring examined include downsizing, total quality management, re- engineering, and outsourcing. The concluding section discusses whether corporate restructuring is successful and why, and shows what role government programs have played in corporate restructuring in Canada.
