Since the onset of the global financial crisis in 2008, the EU has been in almost permanent crisis mode. It is witnessing new dimensions of internal differentiation among its member states, and the migration crisis has shown that the Central and Eastern European countries (CEEs) in particular are slowly but certainly transforming themselves from predominantly passive policy-takers towards becoming more active players in the process of shaping the EU’s governance agenda. Inhaltsangabe:Einleitung: Das schwierige Verhältnis Großbritanniens zu Europa beschäftigt seit Jahrzehnten politische Beobachter und hat dazu beigetragen, daß Großbritannien auch heute noch als Sonderfall in Europa angesehen wird. Besonders während der Jahre der konservativen Regierungen Thatcher und Major erwarb sich Großbritannien den Ruf eines unbequemen und relativ unberechenbaren Partners in Europa, der durch seine Verweigerungshaltung nicht selten den europäischen Einigungsprozeß zu behindern drohte. Das politische Erdbeben bei den Unterhauswahlen im Mai 1997, das die beinahe zwei Jahrzehnte überdauernde konservative Dominanz in Großbritannien abrupt beendete und die erste Labour-Regierung seit 18 Jahren ermöglichte, läutete auch eine neue Ära in den Beziehungen Großbritanniens zu Europa ein. Die europäischen Partner Großbritanniens setzten von Anfang an große Hoffnungen in den jungen, reformwilligen Labour-Premier Tony Blair und seine Regierung, die bereits vor der Wahl versprochen hatten, Großbritannien aus der durch die Europapolitik der Konservativen entstandenen isolierten Rolle in Europa zu befreien und wieder einen aktiven Part im europäischen Einigungsprozeß zu übernehmen. Letztendlich setzt sich die Arbeit zum Ziel, ein fundiertes Verständnis für die Schwierigkeiten eines Wandels in der britischen Europapolitik zu vermitteln, indem vor allem das Spannungsfeld zwischen innenpolitischen Zwängen und außenpolitischen Spielräumen beleuchtet wird, in dem die neue Labour-Regierung ihren "new leadership"-Anspruch zu verwirklichen sucht. Seit der Regierungsübernahme von "New Labour" im Mai 1997 ist bis zum heutigen Zeitpunkt noch zu wenig Zeit vergangen, um ausführliche wissenschaftliche Publikationen über konkrete Regierungspolitik erwarten zu können. Aufgrund der Beachtung, auf die die Politik des neuen Premierministers auch außerhalb Großbritanniens stößt, gibt es jedoch vereinzelt bereits Essays und Analysen in politischen Fachzeitschriften, die für die vorliegende Arbeit natürlich herangezogen wurden. Die eigentliche Informationsquelle für die Analyse des bisher erkennbaren europapolitischen Ansatzes der Labour-Regierung stellt jedoch zweifellos die britische Tagespresse dar, hier vor allem die beiden großen seriösen Tageszeitungen, zum einen die eher konservative "Times" und zum anderen der linksliberale Guardian einschließlich ihrer Sonntagsausgaben The Sunday Times und The Observer, in denen häufig detailierte Kommentare und [...]
