Committee on Induced Seismicity Potential in Energy Technologies

In the past several years, some energy technologies that inject or extract fluid from the Earth, such as oil and gas development and geothermal energy development, have been found or suspected to cause seismic events, drawing heightened public attention. Although only a very small fraction of injection and extraction activities among the hundreds of thousands of energy development sites in the United States have induced seismicity at levels noticeable to the public, understanding the potential for inducing felt seismic events and for limiting their occurrence and impacts is desirable for state and federal agencies, industry, and the public at large. To better understand, limit, and respond to induced seismic events, work is needed to build robust prediction models, to assess potential hazards, and to help relevant agencies coordinate to address them. Induced Seismicity Potential in Energy Technologies identifies gaps in knowledge and research needed to advance the understanding of induced seismicity; identify gaps in induced seismic hazard assessment methodologies and the research to close those gaps; and assess options for steps toward best practices with regard to energy development and induced seismicity potential.

Committee on Technologies for the Mining Industries

The Office of Industrial Technologies (OIT) of the U. S. Department of Energy commissioned the National Research Council (NRC) to undertake a study on required technologies for the Mining Industries of the Future Program to complement information provided to the program by the National Mining Association. Subsequently, the National Institute for Occupational Safety and Health also became a sponsor of this study, and the Statement of Task was expanded to include health and safety. The overall objectives of this study are: (a) to review available information on the U.S. mining industry; (b) to identify critical research and development needs related to the exploration, mining, and processing of coal, minerals, and metals; and (c) to examine the federal contribution to research and development in mining processes.

Committee on the Preservation of Geoscience Data and Collections

Geoscience data and collections (such as, rock and sediment cores, geophysical data, engineering records, and fossils) are necessary for industries to discover and develop domestic natural resources to fulfill the nationâ€™s energy and mineral requirements and to improve the prediction of immediate and long term hazards, such as land slides, volcanic eruptions and global climate change. While the nation has assembled a wealth of geoscience data and collections, their utility remains incompletely tapped. Many could act as invaluable resources in the future but immediate action is needed if they are to remain available. Housing of and access to geoscience data and collections have become critical issues for industry, federal and state agencies, museums, and universities. Many resources are in imminent danger of being lost through mismanagement, neglect, or disposal. A striking 46 percent of the state geological surveys polled by the committee reported that there is no space available or they have refused to accept new material. In order to address these challenges, Geoscience Data and Collections offers a comprehensive strategy for managing geoscience data and collections in the United States.

Committee on Critical Mineral Impacts of the U.S. Economy

Minerals are part of virtually every product we use. Common examples include copper used in electrical wiring and titanium used to make airplane frames and paint pigments. The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals. This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.

Committee on Management and Effects of Coalbed Methane Development and Produced Water in the Western United States

In some coalbeds, naturally occurring water pressure holds methane--the main component of natural gas--fixed to coal surfaces and within the coal. In a coalbed methane (CBM) well, pumping water from the coalbeds lowers this pressure, facilitating the release of methane from the coal for extraction and use as an energy source. Water pumped from coalbeds during this process--CBM 'produced water'--is managed through some combination of treatment, disposal, storage, or use, subject to compliance with federal and state regulations. CBM produced water management can be challenging for regulatory agencies, CBM well operators, water treatment companies, policy makers, landowners, and the public because of differences in the quality and quantity of produced water; available infrastructure; costs to treat, store, and transport produced water; and states' legal consideration of water and produced water. Some states consider produced water as waste, whereas others consider it a beneficial byproduct of methane production. Thus, although current technologies allow CBM produced water to be treated to any desired water quality, the majority of CBM produced water is presently being disposed of at least cost rather than put to beneficial use. This book specifically examines the Powder River, San Juan, Raton, Piceance, and Uinta CBM basins in the states of Montana, Wyoming, Colorado, New Mexico, and Utah. The conclusions and recommendations identify gaps in data and information, potential beneficial uses of CBM produced water and associated costs, and challenges in the existing regulatory framework.
