This book analyses how digital transformation disrupts established patterns of world politics, moving International Relations (IR) increasingly towards Digital International Relations. This volume examines technological, agential and ordering processes that explain this fundamental change. The contributors trace how digital disruption changes the international world we live in, ranging from security to economics, from human rights advocacy to deep fakes, and from diplomacy to international law. The book makes two sets of contributions. First, it shows that the ongoing digital revolution profoundly changes every major dimension of international politics. Second, focusing on the interplay of technology, agency and order, it provides a framework for explaining these changes. The book also provides a map for adjusting the study of international politics to studying International Relations, making a case for upgrading, augmenting and rewiring the discipline. Theory follows practice in International Relations, but if the discipline wants to be able to meaningfully analyse the present and come up with plausible scenarios for the future, it must not lag too far behind major transformations of the world that it studies. This book facilitates that theoretical journey. This book will be of much interest to students of cyber-politics, politics and technology, and International Relations.

This book analyses digital diplomacy as a form of change management in international politics. The recent spread of digital initiatives in foreign ministries is often argued to be nothing less than a revolution in the practice of diplomacy. In some respects this revolution is long overdue. Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. In particular, the adoption of digital diplomacy (i.e., the use of social media for diplomatic purposes) has been implicated in changing practices of how diplomats engage in information management, public diplomacy, strategy planning, international negotiations or even crisis management. Despite these significant changes and the promise that digital diplomacy offers, little is known, from an analytical perspective, about how digital diplomacy works. This volume, the first of its kind, brings together established scholars and experienced policy-makers to bridge this analytical gap. The objective of the book is to theorize what digital diplomacy is, assess its relationship to traditional forms of diplomacy, examine the latent power dynamics inherent in digital diplomacy, and assess the conditions under which digital diplomacy informs, regulates, or constrains foreign policy. Organized around a common theme of investigating digital diplomacy as a form of change management in the international system, it combines diverse theoretical, empirical, and policy-oriented chapters centered on international change. This book will be of much interest to students of diplomatic studies, public diplomacy, foreign policy, social media and international relations.

TPQ’s Summer issue, NATO in 2020 and Beyond: New Strategies and Frontiers, offers insights on the Alliance’s current challenges and future security trends, while offering a look into Euro-Atlantic relations in the coming decade. It is clear that as the international security landscape is rapidly changing, member states’ capabilities, resilience, and most importantly, their commitment will be put to the test. In December 2019, NATO Leaders gathered in London to celebrate the Alliance’s 70-year history and assess the current state of transatlantic bonds. A growing list of both internal and external issues that will continue to be important for NATO were discussed, including Russia’s deployment of intermediate-range missiles, NATO’s expansion policy, China’s growing influence on the international stage, and strategic divisions among member states. The COVID-19 pandemic poses a particularly pressing challenge to NATO and its crisis response efforts. Headlining the Summer 2020 issue is NATO Assistant Secretary General Baiba Braze, whose article focuses on the Alliance’s resilience in response to the COVID-19 pandemic. Underlining the importance of multilateralism in the face of global crises, Braze explains NATO’s role in supporting wider efforts to fight the virus, while also critically preventing the health crisis from spawning security crises. Braze concludes by outlining NATO’s 2030 vision, which prioritizes making the Alliance stronger politically, as well as extending its global reach. Discussing the future of the transatlantic relationship in a declining liberal world order, Senior Advisor to the President of Turkey Gülnur Aybet argues that the policies of certain allies have forced Turkey to become a “self-help” state. Aybet illustrates a revised and inclusive liberal world order in which Turkey is understood in its own context, and thus, approached accordingly. Other topics taken up in this issue are the consequences of the INF Treaty’s demise and NATO’s digital public diplomacy efforts. Several of our authors discuss NATO’s expansion policy, including North Macedonia’s recent accession as the Alliance’s 30th member and the prospective memberships of Ukraine and Georgia.

Exploring the ‘dark side’ of digital diplomacy, this volume highlights some of the major problems facing democratic institutions in the West and provides concrete examples of best practice in reversing the tide of digital propaganda. Digital diplomacy is now part of the regular conduct of International Relations, but Information Warfare is characterised by the exploitation or weaponisation of media systems to undermine confidence in institutions: the resilience of open, democratic discourse is tested by techniques such as propaganda, disinformation, fake news, trolling and conspiracy theories. This book introduces a thematic framework by which to better understand the nature and scope of the threats that the weaponization of digital technologies increasingly pose to Western societies. The editors instigate interdisciplinary discussion and collaboration between scholars and practitioners on the purpose, methods and impact of strategic communication in the Digital Age and its diplomatic implications. What opportunities and challenges does strategic communication face in the digital context? What diplomatic implications need to be considered when governments employ strategies for countering disinformation and propaganda? Exploring such issues, the contributors demonstrate that responses to the weaponisation of digital technologies must be tailored to the political context that make it possible for digital propaganda to reach and influence vulnerable publics and audiences. The Dark Side of Digital Diplomacy

Countering Online Propaganda and Extremism

This book aims to examine the conditions under which the decision to use force can be reckoned as legitimate in international relations. Drawing on communicative action theory, it provides a provocative answer to the hotly contested question of how to understand the legitimacy of the use of force in international politics. The use of force is one of the most critical and controversial aspects of international politics. Scholars and policy-makers have long tried to develop meaningful standards capable of restricting the use of force to a legally narrow yet morally defensible set of circumstances. However, these standards have recently been challenged by concerns over how the international community should react to gross human rights abuses or to terrorist threats. This book argues that current legal and moral standards on the use of force are unable to effectively deal with these challenges. The author argues that the concept of 'deliberative legitimacy', understood as the non-coerced commitment of an actor to abide by a decision reached through a process of communicative action, offers the most appropriate framework for addressing this problem. The theoretical originality and empirical value of the concept of deliberative legitimacy comes fully into force with the examination of two of the most severe international crises from the post Cold War period: the 1999 NATO intervention in Kosovo and the 2003 US military action against Iraq. This book will be of much interest to students of international security, ethics, international law, discourse theory and IR. Legitimising the Use of Force in International Politics

This volume investigates secret diplomacy with the aim of understanding its role in shaping foreign policy. Recent events, including covert intelligence gathering operations, accusations of spying, and the leaking of sensitive government documents, have demonstrated that secrecy endures as a crucial, yet overlooked, aspect of international diplomacy. The book brings together different research programmes and views on secret diplomacy and integrates them into a coherent analytical framework, thereby filling an important gap in the literature. The aim is to stimulate, generate and direct the further development of theoretical understandings of secret diplomacy by highlighting ‘gaps’ in existing bodies of knowledge. To this end, the volume is structured around three distinct themes: concepts, contexts and cases. The first section elaborates on the different meanings and manifestations of the concept; the second part examines basic contexts that underpin the practice of secret diplomacy; while the third section presents a series of empirical cases of particular relevance for contemporary diplomatic practice. While the fundamental conditions diplomacy seeks to overcome – alienation, estrangement and separation – are imbued with distrust and secrecy, this volume highlights that, if anything, secret diplomacy is a vital, if misunderstood and unfairly criticised, aspect of diplomacy. This book will be of much interest to students of diplomacy, intelligence studies, foreign policy and IR in general.
