"Abstract: With the rapid rise of China and the relative decline of the United States, the topic of power transition conflicts is back in popular and scholarly attention. The discipline of International Relations offers much on why violent power transition conflicts occur, yet very few substantive treatments exist on why and how peaceful changes happen in world politics. This Handbook is the first comprehensive treatment of the subject of peaceful change in International Relations. It contains some 41 chapters, all written by scholars from different theoretical and conceptual backgrounds examining the multi-faceted dimensions of this subject. In the first part, key conceptual and definitional clarifications are offered and in the second part, papers address the historical origins of peaceful change as an International Relations subject matter during the Inter-War, Cold War, and Post-Cold War eras. In the third part, each of the IR theoretical traditions and paradigms in particular Realism, liberalism, constructivism and critical perspectives and their distinct views on peaceful change are analyzed. In the fourth part papers tackle the key material, ideational and social sources of change. In the fifth part, the papers explore selected great and middle powers and their foreign policy contributions to peaceful change, realizing that many of these states have violent past or tend not to pursue peaceful policies consistently. In part six, the contributors evaluate the peaceful change that occurred in the world's key regions. In the final part, the editors address prospective research agenda and trajectories on this important subject matter. In our &“post-truth&” era of bots, trolls, and intemperate presidential tweets, popular social platforms like Twitter and Facebook provide a growing medium for manipulation of information directed to individuals, institutions, and global leaders. Targeted influence campaigns have been waged in at least forty-eight countries so far. We've entered an age where stability during an international crisis can be deliberately manipulated at greater speed, on a larger scale, and at a lower cost than at any previous time in history. The authors in this volume examine the current reality from a variety of angles, considering how digital misinformation might affect the likelihood of international conflict and how it might influence the perceptions and actions of leaders and their publics before and during a crisis. The authors sound the alarm about how social media fuels information overload and promotes &“fast thinking&” over deliberation, with potentially catastrophic results for nuclear powers in times of conflict.This volume is the culmination of two multidisciplinary workshops produced in partnership between the Stanley Center for Peace and Security, the Hoover Institution at Stanford University, and the Center for International Security and Cooperation. Brazil’s soft power path to major power status. The largest country in South America by land mass and population, Brazil has been marked since its independence by a belief that it has the potential to play a major role on the global stage. Set apart from the rest of the hemisphere by culture, language, and history, Brazil has also been viewed by its neighbors as a potential great power and, at times, a threat. But even though domestic aspirations and foreign perceptions have held out the prospect for Brazil becoming a major power, the country has lacked the capabilities—particularly on the military and economic dimensions—to pursue a traditional path to greatness. Aspirational Power examines Brazil as an emerging power. It explains Brazil’s present emphasis on using soft power through a historical analysis of Brazil’s three past attempts to achieve major power status. Though these efforts have fallen short, this book suggests that Brazil will continue to try to emerge, but that it will only succeed when its domestic institutions provide a solid and attractive foundation for the deployment of its soft power abroad. Aspirational Power concludes with concrete recommendations for how Brazil might improve its strategy, and why the great powers, including the United States, should respond positively to Brazil’s emergence.
