Although high-risk and special management inmates constitute a small percentage of the national inmate population, a disproportionate amount of staff and agency resources must be allocated to them to maintain prisoner safety and institutional security. Recognizing correctional administrators' need for more effective means of identifying potential sources of problems in the inmate population and more proactive strategies for addressing the issues associated with these inmates, the National Institute of Corrections (NIC) funded a project to advance the state of knowledge about program and policies that identify, classify, and manage high-risk and special management prisoners. This report presents the project's findings.
