In the Americas, debates around issues of citizen's public safety--from debates that erupt after highly publicized events, such as the shootings of Jordan Davis and Trayvon Martin, to those that recurrently dominate the airwaves in Latin America--are dominated by members of the middle and upper-middle classes. However, a cursory count of the victims of urban violence in the Americas reveals that the people suffering the most from violence live, and die, at the lowest of the socio-symbolic order, at the margins of urban societies. The inhabitants of the urban margins are hardly ever heard in discussions about public safety. They live in danger but the discourse about violence and risk belongs to, is manufactured and manipulated by, others--others who are prone to view violence at the urban margins as evidence of a cultural, or racial, defect, rather than question violence's relationship to economic and political marginalization. As a result, the experience of interpersonal violence among the urban poor becomes something unspeakable, and the everyday fear and trauma lived in relegated territories is constantly muted and denied. This edited volume seeks to counteract this pernicious tendency by putting under the ethnographic microscope--and making public--the way in which violence is lived and acted upon in the urban peripheries. It features cutting-edge ethnographic research on the role of violence in the lives of the urban poor in South, Central, and North America, and sheds light on the suffering that violence produces and perpetuates, as well as the individual and collective responses that violence generates, among those living at the urban margins of the Americas.

This collection of essays challenges long-entrenched ideas about the history, nature, and significance of the informal neighborhoods that house the vast majority of Latin America's urban poor. Until recently, scholars have mainly viewed these settlements through the prisms of crime and drug-related violence, modernization and development theories, populist or revolutionary politics, or debates about the cultures of poverty. Yet shantytowns have proven both more durable and more multifaceted than any of these perspectives foresaw. Far from being accidental offshoots of more dynamic economic and political developments, they are now a permanent and integral part of Latin America's urban societies, critical to struggles over democratization, economic transformation, identity politics, and the drug and arms trades. Integrating historical, cultural, and social scientific methodologies, this collection brings together recent research from across Latin America, from the informal neighborhoods of Rio de Janeiro and Mexico City, Managua and Buenos Aires. Surrounded by one of the largest petrochemical compounds in Argentina, a highly polluted river that brings the toxic waste of tanneries and other industries, a hazardous and largely unsupervised waste incinerator, and an unmonitored landfill, Flammable's soil, air, and water are contaminated with lead, chromium, benzene, and other chemicals. So are its nearly five thousand sickened and frail inhabitants. How do poor people make sense of and cope with toxic pollution? Why do they fail to understand what is objectively a clear and present danger? How are perceptions and misperceptions shared within a community? Based on archival research and two and a half years of collaborative ethnographic fieldwork in Flammable, this book examines the lived experiences of environmental suffering. Despite clear evidence to the contrary, residents allow themselves to doubt or even deny the hard facts of industrial pollution. This happens, the authors argue, through a "labor of confusion" enabled by state officials who frequently raise the issue of relocation and just as frequently suspend it; by the companies who fund local health care but assert that the area is unfit for human residence; by doctors who say the illnesses are no different from anywhere else but tell mothers they must leave the neighborhood if their families are to be cured; by journalists who randomly appear and focus on the most extreme aspects of life there; and by lawyers who encourage residents to hold out for a settlement. These contradictory actions, advice, and information work together to shape the confused experience of living in danger and ultimately translates into a long, ineffective, and uncertain waiting time, a time dictated by powerful interests and shared by all marginalized groups. With luminous and vivid descriptions of everyday life in the neighborhood, Auyero and Swistun depict this on-going slow motion human and environmental disaster and dissect the manifold ways in which it is experienced by Flammable residents.

Environmental Suffering in an Argentine Shantytown

A harrowing look at violence among Argentina's urban poor Arquitecto Tucci, a neighborhood in Buenos Aires, is a place where crushing poverty and violent crime are everyday realities. Homicides—often involving young people—continue to skyrocket, and in the emergency room there, victims of shootings or knifings are an all-too-common sight. In Harm's Way takes a harrowing look at daily life in Arquitecto Tucci, examining the sources, uses, and forms of interpersonal violence among the urban poor at the very margins of Argentine society. Drawing on more than two years of immersive fieldwork, sociologist Javier Auyero and María Berti, an elementary school teacher in the neighborhood, provide a powerful and disarmingly intimate account of what it is like to live under the constant threat of violence. They argue that being physically aggressive becomes a habitual way of acting in poor and marginalized communities, and that violence is routine and carries across various domains of public and private life. Auyero and Berti trace how different types of violence—be it criminal, drug related, sexual, or domestic—overlap, intersect, and blur together. They show how the state is complicit in the production of harm, and describe the routines and relationships that residents, particularly children, establish to cope with and respond to the constant risk that besieges them and their loved ones. Two Argentine Women, Two Protests, and the Quest for Recognition

Contentious Lives

Contentious Lives examines the ways popular protests are experienced and remembered, individually and collectively, by those who participate in them. Javier Auyero focuses on the roles of two young women, Nana and Laura, in uprisings in Argentina (the two-day protest in the northwestern city of Santiago del Estero in 1993 and the six-day road blockade in the southern oil towns of Cutral-co and Plaza Huincul in 1996) and the roles of the protests in their lives. Laura was the spokesperson of the picketers in Cutral-co and Plaza Huincul; Nana was an activist in the 1993 protests. In addition to exploring the effects of these episodes on their lives, Auyero considers how each woman's experiences shaped what she said and did during the uprisings, and later, the ways she recalled the events. While the protests were responses to the consequences of political corruption and structural adjustment policies, they were also, as Nana’s and Laura’s stories reveal, quests for recognition, respect, and dignity. Auyero reconstructs Nana’s and Laura’s biographies through oral histories and diaries. Drawing on interviews with many other protesters, newspaper articles, judicial records, government reports, and video footage, he provides sociological and historical context for their stories. The women’s accounts reveal the frustrations of lives overwhelmed by gender domination, the deprivations brought about by hyper-unemployment and the withering of the welfare component of the state, and the achievements and costs of collective action. Balancing attention to large-scale political and economic processes with acknowledgment of the plurality of meanings emanating from personal experiences, Contentious Lives is an insightful, penetrating, and timely contribution to discussions of popular resistance and the combined effects of globalization, neoliberal economic policies, and political corruption in Argentina and elsewhere.

Life and Labor in an American City

Austin, Texas, is renowned as a high-tech, fast-growing city for the young and creative, a cool place to live, and the scene of internationally famous events such as SXSW and Formula 1. But as in many American cities, poverty and penury are booming along with wealth and material abundance in contemporary Austin. Rich and poor residents lead increasingly separate lives as growing socioeconomic inequality underscores residential, class, racial, and ethnic segregation.
