The aim of this book is to explore the preconditions of a European political economy. The establishment of the monetary union and the European Central Bank constitutes a major step towards greater economic, social and political integration between the Member States of the European Union, and is therefore a momentous event in European history. What do the historically given preconditions of a European political economy mean in practice and theory in terms of future possibilities? With a historical perspective on European monetary integration, from the strains in the dollar-based Bretton Woods order in the 1960s and earlier, the Werner Plan around 1970, and the internal market in the 1980s to the Maastricht Treaty in 1992, future prospects of EMU are discussed. The book is based on the reflections of a working group at the European University Institute in Florence in operation from 1999 to 2001. The fifteen chapters are organised in clusters on the historical and conceptual setting, on financial institutions and economic theory, on social practices and legal framework, and on future prospects. This volume presents the interrelationships and possible connecting threads between two recent attempts within economic theory to step out of the mainstream of conventional neoclassical wisdom: evolutionary and neo-Schumpeterian theory. Neo-Schumpeterian and evolutionary approaches to economics present a challenge to conventional neoclassical orthodoxy. They provide new insights into how markets function, how innovations are carried out, how technologies change, and how growth occurs in existing real economies. Evolutionary and Neo-Schumpeterian Approaches to Economics

The industrial revolution and the creation of the modern (national) state are two of the most important historical processes to have occurred in Europe during the 19th century. The state and other bodies of governance play an important role in the development of capitalist market societies since the 18th century. But modern market economies are to a large degree a product of the interplay between market and governance. Yet we are often told a strikingly different tale about the modern economy, at least how it ought to work and operate - as far as possible without public interference. Even more frequently we have been taught that the modern capitalist market economy is a product of an industrial revolution, originating with the UK in the middle of the 18th century propelled by laissez faire and the triumph of free markets which gradually liberated themselves from the grip of an old dirigiste state. This book argues that in order to get a better understanding of this period and the rise of modern industrial capitalism it is necessary to link the industrial revolution in its various forms to a political and institutional context of state-making and the creation of modern national states. Professor Magnusson demonstrates that a historical narrative which does not acknowledge the role of the state and public governance for the establishment of the modern capitalist market economy is fundamentally flawed.

This volume offers one of the first systematic analyses of the rise of modern social science. Contrary to the standard accounts of various social science disciplines, the essays in this volume demonstrate that modern social science actually emerged during the critical period between 1750 and 1850.
