De Militaire Veiligheid vierde in 2015 haar honderdste verjaardag. Het jubileum van deze organisatie, de voorloper van de huidige Algemene Dienst Inlichting en Veiligheid (ADIV), is de aanleiding geweest voor een tentoonstelling en de publicatie van dit bijzondere boek, het allereerste dat ooit aan deze organisatie gewijd werd. Expositie en boek samen geven een unieke kijk op de mijlpalen in haar bestaan. Opdrachten, organisatie en werking worden toegelicht evenals de uitdagingen waarmee zij vandaag geconfronteerd wordt in een toenemend mondiale samenleving. Niet alleen de knowhow van de Dienst wordt ontsloten maar ook de resultaten die hij heeft geboekt. Bepaalde vergissingen uit het verleden worden niet uit de weg gegaan. Tot slot worden sommige hardnekkige mythes over inlichtingen en spionage uit de wereld geholpen. Dit boek en de tentoonstelling “Classified” nodigen uiteindelijk ook uit om na te denken over de ethische vragen die een per definitie discrete organisatie opwekt. À l’occasion du centenaire de la Sûreté Militaire en 2015, organisme précurseur de ce que nous connaissons aujourd’hui comme le Service Général du Renseignement et de la Sécurité (SGRS), cet ouvrage particulier lui a été consacré, une première dans son histoire, mais aussi une exposition rétrospective. L’exposition ambitionne de faire découvrir au grand public les principaux jalons de l’ histoire du Service (missions, organisation et fonctionnement) et les défis actuels auxquels il est confronté, dans un environnement de plus en plus mondialisé. Tant le livre que l’exposition ont été envisagés comme une opportunité de mettre en valeur le savoir-faire du Service et les résultats engrangés. Une analyse de certaines erreurs qui ont été commises dans l’histoire ne manque pas. Quelques mythes tenaces, sur le renseignement et l’espionnage ont également été déconstruits. Ce livre, et l’exposition « Classified » invitent lecteur et visiteur à réfléchir aux questions éthiques qui accompagnent l’existence d’un organisme nécessairement discret.

In today's globalized society, an international exchange of ideas and views is indispensable within the field of social sciences, including criminology and criminal justice studies. The research group Governance of Security (GofS) fosters contemporary international discourses on issues of crime and crime control. In 2008, GofS started a research paper series, combining theoretical and empirical articles on issues reflecting the research activities of GofS. This research group is a collaboration between Ghent University and Ghent University College in Belgium. GofS concentrates its research around the study of administrative and judicial policy that have been developed with respect to new issues of crime and insecurity. The GofS series - Governance of Security Research Papers (GofS) - is published by Maklu Publishing (Belgium). Contemporary Issues in the Empirical Study of Crime

This fifth volume of the Governance of Security (GofS) Research Paper series addresses a wide variety of topical issues focusing on European criminal justice and financial and economic crime. The first cluster of articles is concerned with European criminal justice matters particularly relating to EU mutual recognition, such as: conceptualization, unwanted effects in the context of prisoner transfer and sentence execution, impact for cross-border gathering and use of forensic expert evidence, and interrogational fairness standards. A second cluster of articles addresses the subjects of financial and economic crime, ranging from informal economy (among street children) to formal/informal economy (vulnerability of the hotel and catering industry to crime) and white collar crime phenomena like (transnational) environmental crime and corruption. A final cluster groups together a variety of selected topical issues, including juvenile offending and mental disorders, desistance theories, and sexually transmitted infections.

Tijdens de Tweede Wereldoorlog voelden talrijke Belgische burgers, mannen en vrouwen, van alle leeftijden en beroepsklassen, verontwaardigd door de bezetting van hun vaderland, zich geroepen om ‘iets’ te doen. Zij zouden uitgroeien tot een zeer bijzondere vorm van het Verzet. In totaal 18.716 erkende IAA – Inlichtingen en Actie Agenten, in 129 IAD – Inlichtingen en Actie Diensten, actief in het bezette België. Zij werden aangestuurd door de Veiligheid van de Staat in ballingschap te Londen, in samenwerking met de Britse diensten MI.6, MI.9 en SOE. Zij waren actief in: politieke, economische en militaire spionage; sabotage; psychologische oorlogsvoering; propaganda; ontsnappingslijnen; meteorologische inlichtingen; ondersteuning van gedwongen werkweigeraars; ... Minstens 4.000 van hen werden gearresteerd en 1.815 vermoord (neergeschoten, onthoofd, omgekomen in concentratiekampen ...). Dit boek brengt hun verhaal en geeft deze onbekende helden na 70 jaar een naam! Pendant la Seconde Guerre mondiale, nombre de citoyens belges, hommes et femmes, de tous âges et classes sociales, indignés par l’occupation de leur patrie, ont ressenti le besoin de faire « quelque chose ». Ils allaient donner naissance à une forme très particulière de la Résistance. En Belgique occupée, un total de 18.716 ARA – Agents de Renseignement et d’Action – reconnus étaient actifs au sein de 129 SRA – Services des Renseignement et d’Action, pilotés par la Sûreté de l’Etat en exil à Londres, en collaboration avec les services britanniques MI.6, MI.9 et SOE. Leurs terrains d’action? L’espionnage politique, économique et militaire; le sabotage; la guerre psychologique; la propagande; les lignes d’évasion; les informations météorologiques; le soutien aux personnes refusant le service du travail obligatoire; etc. 4.000 d’entre eux au moins ont été arrêtés et 1.815 ont trouvé la mort (abattus, décapités, dans les camps de concentration, ...). Ce livre narre leur histoire et, 70 années après celle-ci, offre enfin un nom à ces inconnus! Numerous Belgian citizens, men and women from all ages and social classes, were indignant by the occupation of their native country during World War II. As a result, they felt the need ‘to do something about it’ and would evolve to a special form of the Resistance. No less than 18.716 Intelligence and Action Agents (IAA) in 129 Intelligence and Action Services (IAS) operated in occupied Belgium. In cooperation with the British services MI.6, MI.9 and SOE, they were directed by the State Security in exile in London. Their fields of operation were: political, economic and military espionage; sabotage; psychological warfare; propaganda; escape lines; meteorological intelli-gence; support to people who refused the Compulsory Work Service; … At least 4.000 Intelligence and Action Agents were arrested and 1.815 were killed. They were shot to death, decapitated or killed in concentration camps). This book highlights their story and it names each of these unknown heroes, 70 years after the events.

Therefore, GofS started a Research Paper Series, combining theoretical and empirical articles on issues reflecting the research activities of GofS. This research group is collaboration between Ghent University and Ghent University College in Belgium. GofS is concentrating its research around the study of administrative and judicial policy that has been developed with respect to new issues of crime and insecurity. Volume 4 focuses on topical issues in EU and International Crime Control. The first five articles deal with intrinsic EU criminal policy aspects, including in its transatlantic cooperation with the US.The remaining three articles deal with anti money laundering control, counter-strategies of criminal organisations and police torture.
