Het is de hoogste tijd dat vrouwen in Nederland eindelijk volledig kiesrecht krijgen, schrijft het Algemeen Handelsblad in 1918. Een jaar eerder kregen vrouwen al het passief kiesrecht: ze mogen op kieslijsten staan en kunnen gekozen worden. In 1919 volgt het actief kiesrecht: vrouwen mogen voortaan ook zelf naar de stembus. Aan die wetswijziging gaat een hevige strijd vooraf tussen voorzichtige geleerden en ondernemende vrouwen, welsprekende parlementariërs, stellige theologen en precieze juristen. Dit boek gaat over de strijd voor het vrouwenkiesrecht en de vele karakteristieke personen die erbij betrokken waren. Het boek staat ook stil bij de gevolgen. Wat doen de vrouwen die het kiesrecht hebben veroverd ermee? Gaan ze stemmen en zo ja, op wie gaan ze stemmen? Hetzelfde als de mannen, of toch anders? Gaan ze de politiek in en zo ja, wat gaan ze daar doen? Zijn ze wel welkom in de politieke arena? De hoogste tijd blikt terug op honderd jaar kiesrecht voor vrouwen: hoe kwam het kiesrecht tot stand en wat kunnen we zeggen over de resultaten?

Around 100 years after women's suffrage was gained and in spite of much effort gender balance in politics is still far from achieved in most countries. Women's average representation in the world's parliaments was around 20 per cent in 2012. This book studies historical processes of breaking male dominance in politics. It discusses how women have gained access to, or have remained excluded from, political influence in party leadership, in elected assemblies andin government. It focuses on Old Democracies, that is counties or states which share a long tradition of democratic practices, highly developed socio-economic structures and where women's suffrage was established at the beginning of the 20th century.

The field of elections and electoral systems, and particularly electoral reform, has exhibited tremendous growth and cross-national appeal over the last two decades. However, beyond an increased knowledge of voting rules and their consequences for political representation, little attention has been devoted to the question of why electoral systems have recently undergone substantial change in several liberal democracies. This book addresses several new approaches to electoral reform. First, the scope of the study of electoral reform has been expanded. Second, contrary to previous studies of electoral reform, the conviction that the determinants of reform can be explained by one single approach has been replaced by a belief in a more comprehensive framework for analysis. Third, we move beyond political parties (acting in parliament and government) as the most significant source of electoral reform. Fourth, a focus on the determinants of electoral reform allows us to include motivations and objectives of electoral reform. A final advancement in the study of electoral reform is the inclusion of countries other than ‘established’ democracies. This book was published as a special issue of West European Politics.
