During the presidency of Lyndon Johnson, the British government sought to avoid escalation of the war in Vietnam and to help bring about peace. The thinking that lay behind these endeavours was often insightful and it is hard to argue that the attempt was not worth making, but the British government was able to exert little, if any, influence on a power with which it believed it had, and needed, a special relationship. Drawing on little-used papers in the British archives, Nicholas Tarling describes the making of Britain’s Vietnam policy during a period when any compromise proposed by London was likely to be seen in Washington as suggestive of defeat, and attempts to involve Moscow in the process over-estimated the USSR’s influence on a Hanoi determined on reunification.

Southeast Asia has long been seen as a unity, although other terms have been used to describe it: Further India, Little China, the Nanyang. The region has had a protracted maritime history. Confucianism, Buddhism, Islam, Hinduism, Christianity are all represented. It has seen a quintet of colonial powers - Britain, France, The Netherlands, Spain, the United States. Most recently, it has become one of the fastest growing parts of the world economy. The very term 'Southeast Asia' is clearly more than a geographical expression. The Cambridge History of Southeast Asia is a multi-authored treatment of the whole of mainland and island Southeast Asia from Burma to Indonesia. Unlike other histories of the region, it is not divided on a country-by-country basis and is not structured purely chronologically, but rather takes a thematic and regional approach to Southeast Asia's history. This volume, the second and final in the series, takes us into the nineteenth and twentieth centuries, from the late eighteenth century of the Christian era when most of the region was incorporated into European empires to the complexity and dramatic change of the post-World War II period. It covers the economic and social life as well as the religious and popular culture of the region as they develop over two centuries. The political structures of the region are also closely examined, from the insurgencies and rebellions of early this century to the modern Nationalist movements which challenged the control of the colonial powers and led to the formation of independent states. The first two chapters focus on the period between the Meiji restoration, the end of World War I, the interwar period, and the outbreak of war in the Pacific. Diplomatic relations between Cambodia and Britain at the height of the Cold War provide unique insights into the overall foreign policies of both nations. King Norodom Sihanouk's strategy of preserving the independence and integrity of Cambodia through a policy of neutrality grew ever more challenging as the Cold War heated up in Indochina and conflict in Vietnam became a proxy war between the superpowers. Despite its alliance with the United States, Britain's diplomatic objectives in the region largely aligned with Cambodia's, and British criticism of US policy towards Cambodia was a problem in the alliance. British diplomatic records present a fascinating window into Cambodian decision-making, and the rationale behind Sihanouk's sometimes apparently irrational policies. The reports yield new insights into Sihanouk's efforts to sustain Cambodia's integrity vis-ˆ-vis its more powerful neighbours. Equally, a fine-grained analysis of British-Cambodia relations reveals much about the dynamics of British foreign policy in the period. Britain's ultimate dependence on its powerful American ally limited its influence in the region. After 1967, indeed, it ceased to have a strategic role. Over the period, British frustrations grew, even as it remained consistent in its foreign policy objectives and approaches.

Imperialism in Southeast Asia examines its subject against a backdrop of those countries that could at a given time be called imperialist: Britain, France, Spain, the Netherlands and the US. Examining the imperialist phenomenon from this wide-ranging perspective reveals imperialism as driven by rivalry; it also facilitates comparison: imperialism has elements in common, yet differs according to the territory in which it operates. This is one of the few studies of imperialism to concentrate on Southeast Asia. Nicholas Tarling's definition of imperialism focuses on the establishment of political control from 1870 to 1914. Moving forward in time, the author analyses attempts to re-establish control after the overthrow of imperial regimes in the Second World War. In 1941, the European war became a world war. This book tackles that process in its economic, political and ideological dimensions. Margaret Lamb and Nicholas Tarling explore the significance of the Asian factor and the importance of East Asia in the making of the war in Europe and the transformation of the European war of 1939 into the world war of 1941. This Asian factor has often been neglected, but the policies of all the major powers were affected by their world-wide interests. France had its possessions in North Africa and Asia; Nazi Germany chose to become involved in China and to make an agreement with Japan; Britain's action in Europe and the Mediterranean were conditioned by its commitments elsewhere in the world, and the United States and the Soviet Union were both involved in Europe and Asia. In particular the threat that Japan presented to the status quo in East Asia made it difficult for the war in Europe in turn affected the position in East Asia. The US built a two-ocean navy and encouraged the British to continue their struggle by keeping the resources of South East Asia available, and these steps led to a clash with the Japanese. Lamb and Tarling's global approach throws valuable new light on the origins of the Second World War.
