The Spent-Fuel Standard for Disposition of Excess Weapon Plutonium

Within the next decade, many thousands of U.S. and Russian nuclear weapons are slated to be retired as a result of nuclear arms reduction treaties and unilateral pledges. A hundred tons or more of plutonium and tons of highly enriched uranium will no longer be needed. The management and disposition of these fissile materials, the essential ingredients of nuclear weapons, pose urgent challenges for international security. This book offers recommendations for all phases of the problem, from dismantlement of excess warheads, through intermediate storage of the fissle materials they contain, to ultimate disposition of the plutonium.

This book examines potential technologies for replacing antipersonnel landmines by 2006, the U.S. target date for signing an international treaty banning these weapons. Alternative Technologies to Replace Antipersonnel Landmines emphasizes the role that technology can play to allow certain weapons to be used more selectively, reducing the danger to uninvolved civilians while improving the effectiveness of the U.S. military. Landmines are an important weapon in the U.S. militaryâ€™s arsenal but the persistent variety can cause unintended casualties, to both civilians and friendly forces. New technologies could replace some, but not all, of the U.S. militaryâ€™s antipersonnel landmines by 2006. In the period following 2006, emerging technologies might eliminate the landmine totally, while retaining the necessary functionalities that todayâ€™s mines provide to the military.

This report reviews the ISTC's objectives and plans, discussed its activities with U.S. and FSU officials, and met with FSU grant recipients and institute directors. The committee concludes that during its first two years the ISTC was successful and effective in meeting its primary objective, which, in turn, has contributed to the larger goal of diminishing the risk of weapons proliferation. Moreover, the opportunities provided to FSU scientists and engineers do indeed offer meaningful nonweapons-related work, which helps address the demoralization that may otherwise contribute to scientists' being lured into work for unfriendly governments. The committee believes the ISTC has also been successful in addressing its secondary objectivesâ€"namely, the solution of national and international technical problems; the support of basic and applied research and technology development for peaceful purposes; and, to a lesser degree, reinforcement of the transition of the FSU to a market-driven economy.

That loss is most severe in developing countries, where the conditions of human existence are most difficult. In developing countries, traditional fermentation serves many purposes. It can improve the taste of an otherwise bland food, enhance the digestibility of a food that is difficult to assimilate, preserve food from degradation by noxious organisms, and increase nutritional value through the synthesis of essential amino acids and vitamins. Although "fermented food" has a vaguely distasteful ring, bread, wine, cheese, and yogurt are all familiar fermented foods. Less familiar are gari, ogi, idli, ugba, and other relatively unstudied but important foods in some African and Asian countries. This book reports on current research to improve the safety and nutrition of these foods through an elucidation of the microorganisms and mechanisms involved in their production. Also included are recommendations for needed research.
