There is a call in Heritage Studies to democratize heritage practices and place local communities at the forefront; heritage plays an important role in identity formation, and therefore in social inclusion and exclusion. Public participation is often presented as the primary means to prioritize communities. Studies focusing on public participation are typically descriptive in nature, however these studies lack a strong analytical framework that enables us to understand participation. This series of studies contributes to a better understanding of public participation in the heritage sector by applying Public Administration theory on collaborative governance.

Heritage practices often lead to social exclusion, as such practices can favor certain values over others. In some cases, exclusion from a society’s symbolic landscape can spark controversy, or rouse emotion so much so that they result in cultural contestation. Examples of this abound, but few studies explicitly analyze the role of government in these instances. In this volume, scholars from a variety of academic backgrounds examine the various and often conflicting roles governments play in these processes—and governments do play a role. They act as authors and authorizers of the symbolic landscape, from which societal groups may feel excluded. Yet, they also often attempt to bring parties together and play a mitigating role.

This book represents the first extensive discussion of 300 years of change, continuity and diversity in Dutch corruption and public morality between 1648 and 1940. A collection of rich historical case studies on public and political debates surrounding supposedly corrupt acts of administrators and politicians is set against the backdrop of the major political and socio-economic developments of the time. Does the development of new technology cause an increase in the level of surveillance used by central government? Is the growth in surveillance merely a reaction to terrorism, or a solution to crime control? Are there more structural roots for the increase in surveillance? This book attempts to find some answers to these questions by examining how governments have increased their use of surveillance technology. Focusing on a range of countries in Europe and beyond, this book demonstrates how government penetration into private citizens' lives was developing years before the ‘war on terrorism.’ It also aims to answer the question of whether central government actually has penetrated ever deeper into the lives of private citizens in various countries inside and outside of Europe, and whether citizens are protected against it, or have fought back. The main focus of the volume is on how surveillance has shaped the relationship between the citizen and the State. The contributors and editors of the volume look into the question of how central government came to intrude on citizens’ private lives from two perspectives: identification card systems and surveillance in post-authoritarian societies. Their aim is to present the heterogeneity of the European historical surveillance past in the hope that this might shed light on current trends.
