‘कटरा बी आर्जू’ एक मामूली कटरे की कहानी होते हुए भी लगभग पूरे देश की कहनी है-अपने समय की कहानी है । यह उन 'गूँगी बस्तियों' के 'गूँगे लोगों' की कहानी है जहाँ 'उजाले' का कहीं नामो-निशान तक नहीं है । ऐसी बस्तियाँ शहर इलाहाबाद में ही नहीं, हर बड़े शहर में हैं-दिलों में छिपे अँधेरे कोनों की तरह । और हर अँधेरा जैसे अपने भीतर रोशनी का सपना पालता है, वैसे ही बिल्लो और देशराज भी एक सपना पालते हुए बड़े होते हैं-अपना एक घर होने का सपना । सपने को सच बनाने के लिए उन्हें जी-तोड़ संघर्ष करना पड़ता है और जब कामयाबी हासिल होने को होती है तो बुलडोजर उसे चकनाचूर कर जाता है-अँधेरा, अँधेरा ही रह जाता है। इस उपन्यास की कथा इमरजेंसी से पहले की पृष्ठभूमि में शुरू होती है और ‘जनता’ के उदय पर आकर ख़त्म होती है । कथाकार का उद्देश्य सिर्फ कहानी कहना है, अपनी बातें आरोपित करना नहीं । वह तटस्थ भाव से उन यातनामय स्थितियों का चित्रण करता है, जिनमें दर्द का अहसास मिट जाता है-दर्द ही दवा बन जाता है । दर्द केवल बिल्लो और देशराज का नहीं; प्रेमा नारायण, शम्सू मियां, भोलू पहलवान, इतवारी बाबा, बाबूराम, आशाराम वगैरह के भी अपने-अपने दर्द हैं जो अपनी हद पर पहुंचकर अपनी अर्थवत्ता खो देते हैं । इमरजेंसी के दौरान ऊपरी तबके के स्वार्थी तत्वों ने कैसा अंधेर मचाया, स्थानीय नेताशाही और नोकरशाही कैसे खुलकर खेली तथा आम आदमी का यह विश्वास कैसे टूटा कि ‘इमरजेंसी से गरीब आदमी का भला भया है’-ये सारी वास्तविकताएं पुरी प्रभावकता और सहजता के साथ इस उपन्यास में उभर कर आई हैं । वस्तुतः इस असरदार कृति के कलम की श्रेष्ठता एक बार फिर प्रमाणित हुई है ।
