The new contributions in this book, by acknowledged leaders in the field, examine the delivery of effective aid under fire, and securing the peace in environments where governance is fragile. They bridge the cultural divide between the security and development professions at a time of unprecedented global economic integration, geopolitical turbulence, and novel threats to international peace and security. More than a billion people live in countries where governance is weak, poverty is rampant, and economies are depressed. Failed and frail states provide ideal breeding grounds for civil strife, criminality, and "new wars" that target civilians, use children as combatants, and commit massive human rights violations. The new security risks loom within national borders, while the capacity of the international community to intervene 'behind borders' remains inadequate. Policy making for security still relies heavily on military responses. Yet military responses cannot address, and may even worsen, the social and cultural antecedents of civil strife and social resentment. Similarly, development aid policy and practice are poorly adapted to the new realities of frail governance and insecure operating environments in aid recipient countries. This book was previously published as a special issue of the leading journal Conflict, Security and Development.

Governments and organizations of all shapes and sizes espouse values of equity and social justice. Yet, there are many examples of unfair social arrangements and employment conditions, dysfunctional government practices, and growing income inequality in both developed and developing countries worldwide. The profession and transdiscipline of evaluation is well equipped to address issues of inequality and social injustice, but until recently has been much more focused on primary stakeholder and donor satisfaction (being as useful as possible to funders of interventions and evaluations) and accountability concerns. The authors in this volume challenge the field of evaluation to become more concerned about using evaluation to develop more equitable organizations, governments, and societies. Leading evaluation theorists and practitioners including Michael Scriven, Jennifer Greene, Thomas Schwandt, Emily Gates, Sandra Mathison, Karen Kirkhart, Saville Kushner, Lois-Ellin Datta, Ernest House, Robert Stake, Patricia Rogers, Robert Picciotto and Stewart Donaldson, provide a range of visions for how evaluation can play a much larger role in facilitating social justice across the globe. Many different organizations and institutions around the world came together for a conference to discuss the meaning of evaluation in poverty reduction. Their goals during the two day conference were: first, to identify lessons from past efforts to evaluate poverty reduction programs; second, to search for the new evaluation frontier in methodology for future poverty reduction programs; and third, to discuss how partnerships in evaluation can be promoted and how to use evaluation results more effectively. This volume contains the proceedings of that conference.
