Gespräche über politische Themen (interpersonale Kommunikation) und die politische Berichterstattung von Medien wie Presse und Fernsehen (Massenkommunikation) stellen die wichtigsten Quellen dar, aus denen die Wähler politische Informationen erhalten. Die Studie untersucht, auf welche Weise diese beiden Formen politischer Kommunikation individuelle Wahlentscheidungen beeinflussen und welche Konsequenzen sich hieraus für die Ergebnisse von Wahlen ergeben. Dabei wird eine international vergleichende Perspektive zugrundegelegt; analysiert werden die Entscheidungen von Wählern aus fünf Gesellschaften in vier Ländern: West- und Ostdeutschland, Großbritannien, Spanien und USA. Es wird deutlich, daß beide Kommunikationsformen direkte Einflüsse auf das politische Verhalten der Wähler ausüben. In der Regel, jedoch nicht immer, ist die interpersonale Kommunikation bedeutsamer als die Massenkommunikation. Zahlreiche makro- und mikroanalytische Faktoren wirken sich darauf aus, in welchem Umfang die politische Kommunikation das Wählerverhalten beeinflußt. Besonders wichtig sind die Strukturen nationaler Mediensysteme, die gesellschaftlichen Verteilungen grundlegender politischer Prädispositionen, die Rollenbeziehungen, in denen sich politische Gesprächspartner begegnen, sowie die persönliche politische Involvierung der Wähler.

This development threatens to leave growing portions of mass publics effectively ‘outside’ the political process.
