Handbook of Safety Principles

This edited volume explores the interplay between philosophies in a wide-ranging analysis of how technological applications in science inform our systems of thought. Beginning with a historical background, the volume moves on to explore a host of topics, such as the uses of technology in scientific observations and experiments, the salient relationship between technology and mechanistic notions in science and the ways in which today’s vast and increasing computing power helps scientists achieve results that were previously unattainable. This open access handbook provides a comprehensive treatment of Vision Zero, an innovative policy on public road safety developed in Sweden. Covering all the major topics of the subject, the book starts out with a thorough examination of the philosophy, ideas and principles behind Vision Zero. It looks at conditions for the effectiveness of the policy, principles of safety and responsibility as well as critique on the policy. Next, the handbook focuses on how the Vision Zero ideas have been received and implemented in various legislations and countries worldwide. It takes into account the way Vision Zero is looked at in the context of international organizations such as the WHO, the UN, and the OECD. This allows for a comparison of systems, models and effects. The third part of the handbook discusses the management and leadership aspects, including ISO standards, equity issues, other goals for traffic and transportation, and opportunities for the car industry. Part four delves into tools, technologies and organizational measures that contribute to the implementation of Vision Zero in road traffic. Examples of specific elements discussed are urban and rural road designs, human factor designs, and avoiding drunk and distracted driving. The final part of the handbook offers perspectives on the transfer of Vision Zero policy to other areas, ranging from air traffic to suicide prevention and nuclear energy. Vision Zero is a public road safety policy including both a long-term goal that no one shall be killed or seriously injured as a consequence of accidents in road traffic and a safety principle stating that the design and function of the road transport system shall be adapted to meet the requirements that follow from that goal. It is a new road safety paradigm which has resulted in new types of responsibilities among stakeholders, technological innovations, and new strategies and organizational measures to achieve a safe system. The road safety work based on Vision Zero has shown promising results, and although Sweden has not yet reached a safe system, the number of fatalities and severe injuries has decreased substantially. Formal representations of values and norms are employed in several academic disciplines and specialties, such as economics, jurisprudence, decision theory and social choice theory. The authors examine what we deem to be the internal norms that govern our ever-expanding technical universe. Recognizing that developments in technology and engineering literally create our human future, transforming existing knowledge into tomorrow’s tools and infrastructure, they chart the normative criteria we use to evaluate novel technological artifacts: how, for example, do we judge a ‘good’ from a ‘bad’ expert system or nuclear power plant? ​This book describes argumentative tools and strategies that can be used to guide policy decisions under conditions of great uncertainty. Contributing authors explore methods from philosophical analysis and in particular argumentation analysis, showing how it can be used to systematize discussions about policy issues involving great uncertainty. The first part of the work explores how to deal in a systematic way with decision-making when there may be plural perspectives on the decision problem, along with unknown consequences of what we do. Readers will see how argumentation tools can be used for prioritizing among uncertain dangers, for determining how decisions should be framed, for choosing a suitable time frame for a decision, and for systematically choosing among different decision options. Case studies are presented in the second part of the book, showing argumentation in practice in the areas of climate geoengineering, water governance, synthetic biology, nuclear waste, and financial markets. In one example, argumentation analysis is applied to proposals to solve the climate problem with various technological manipulations of the natural climate system, such as massive dispersion of reflective aerosols into the stratosphere. Even after a thorough investigation of such a proposal, doubt remains as to whether all the potential risks have been identified. In such discussions, conventional risk analysis does not have much to contribute since it presupposes that the risks have been identified, whereas the argumentative approach to uncertainty management can be used to systematize discussions.

Throughout the history of the social sciences, researchers have come against the possibility that their subjects’ preferenceswere affected by the phenomenato be explainedor by otherfactorsnot taken into accountin the explanation.Sporadically, attempts have been made to systematically investigate these in uences, but none of these seems to have had a lasting impact. Today we are still not much further with respect to preference change than we were at the middle of the last century. This anthology hopes to provide a new impulse for research into this important subject. In particular, we have chosen two routes to amplify this impulse. First, we stress the use of modellingtechniquesfamiliar from economicsand decision theory. Instead of constructing complex, all-encompassing theories of preference change, the authors of this volume start with very simple, formal accounts of some possible and hopefully plausible mechanism of preference change. Eventually, these models may nd their way into larger, empirically adequate theories, but at this stage, we think that the most importantwork lies in building structure.Secondly,we stress the importance of interdisciplinary exchange. Only by drawing together experts from different elds can the complex empirical and theoretical issues in the modelling of preference change be adequately investigated.
