This book discusses the role of space, time and cyclical behavior in world politics. More specifically, the political-economic role of lead economies – the world’s most innovative economies for finite periods of time – in world politics. These represent unusual concentrations of new technologies, energy sources, and military capabilities of global reach that play disproportional roles in the conduct of international affairs and the provision of limited governance at the most macro level. They also possess close links to economic growth and intense conflict. The book describes the economic, military and political processes behind the systemic leadership of a state at the international level. It also highlights the economic preconditions of systemic leadership, such as economic monopoly of new technologies and energy, which underlie the system leader’s material advantage over others. Analyzing lead economies and the evolution of power over a number of centuries, the author demonstrates how disruptions wrought by the emergence of new technologies and energy sources are partly responsible for global conflicts. This book appeals to international relations scholars as well as anyone interested in the political economy of systemic leadership, growth, and conflict in world politics.

Though the researchers of the theory of long and medium-term cycles are certainly worried about the economic situation, they understand that the cyclicity still remains an inevitable attribute of economic development. And Juglar's aphorism that crisis is a consequence of the preceded prosperity is still true. In this third issue of the Yearbook ‘Kondratieff Waves’ with the subtitle ‘Cycles, Crises, and Forecasts’, we present a number of insight contributions on nature, egularities, and interconnections among cycles of different duration. Some economic cycles may result in a severe economic crisis. The current one shows once again the importance of the study of cyclical dynamics and its peculiarities. Between the 1980s and 1990s the Keynesian receipts were replaced by neoliberal and monetarist ones which seemed to be miraculous as well. The depleted growth was marked with the largest global crisis of 2008 which also showed that within globalization when regulation in the international arena is impossible yet, there recur the signs of Juglar cycles of the 19th and first half of the 20th centuries with their uncontrollable upwards and sharp declines evolving into collapses and panic. This is supported by the fact that for eight years the world has been at the depressive phase. This edition will be useful for economists, social scientists, as well as for a wide range of those interested in the problems of the past, present, and future of global economy and globalization. In the post-Cold War era, economic globalization has loomed, at least for some, as the world system's next crisis carrier, creating winners and losers and trampling on the distinctiveness of local cultures. Yet the liberal assumption is that if the market does its job, the poor will catch up to the rich via trade-driven growth and the economies of developed and less developed countries will gradually converge. Investigating the processes of economic globalization, this book explores whether it is truly a "global" process. In The Great Powers and Global Struggle, Karen A. Rasler and William R. Thompson focus on two themes: the rise and fall as well as the relative decline of major world powers over the past five hundred years, and the way in which these processes have set the stage for the outbreak of global war. Their interdisciplinary approach encompasses political science, economics, sociology, geography, and history. The most significant wars occur when regional leaders -- historically in Western Europe -- challenge global leaders. By studying the wars of Napoleon, Louis XIV, Phillip II and the Italian/Indian Ocean wars of the sixteenth century through World Wars I and II to the present, the authors challenge the long-held idea that prosperity leads to over-consumption and underinvestment and thus decline -- a theory, traceable to ancient times, that remains the principal explanation for global decline today. Arguments about global structural change and its implications abound, but rarely is the abstract translated into concrete historical terms with emphases on specific actors and empirical documentation. Rasler and Thompson reinterpret the past five hundred years of major-power warfare and provide extensive tests of the eighteen generalizations critical to their argument. They conclude that those who argue that global war and repositioning are no longer a concern among the major powers lack critical understanding of the behavior that contributes to such conflict.

This yearbook is the fourth in the series with the title Globalistics and Globalization Studies. The subtitle of the present volume is Global History & Big History. The point is that today our global world really demands global knowledge. Thus, there are a few actively developing multidisciplinary approaches and integral disciplines among which one can name Global Studies, Global History and Big History. They all provide a connection between the past, present, and future. Big History with its vast and extremely heterogeneous field of research encompasses all the forms of existence and all timescales and brings together constantly updated information from the scientific disciplines and the humanities. Global History is transnational or world history which examines history from a global perspective, making a wide use of comparative history and of the history of multiple cultures and nations. Global Studies express the view of systemic and epistemological unity of global processes. Thus, one may argue that Global Studies and Globalistics can well be combined with Global History and Big History and such a multi-disciplinary approach can open wide horizons for the modern university education as it helps to form a global view of various processes.

In the period from the 1920s to 1930s the theory of economic cycles underwent dramatic changes. Due to the research of such famous economists as Nikolay Kondratieff, Joseph Kitchin, Wesley Mitchell, Simon Kuznets, and Joseph Schumpeter the idea of a whole system of economic cycles (with characteristic periods between two and sixty years) was developed. The idea of a system of intertwined economic cycles is nowadays paramount to the school of evolutionary economics and its development promises rather interesting future outcomes. That is why this issue of our ‘Kondratieff Waves’ Yearbook is devoted to the interconnections between various economic cycles. As to the subtitle of this volume, one should note that many of the contributors refer to the system of cycles and the fact that real economic cycles make up a system, whereas among different types of cycles, the Juglar, Kuznets, and Kondratieff cycles are the most important ones for the present-day economic dynamics. Although Kondratieff himself considered long waves as above all an economic phenomenon, the theory of the long waves became, however, very actively developed in connection with their political and geopolitical aspects. In this Yearbook, the political aspect of Kondratieff waves is the subject of several articles in the second section. The last section of this Yearbook is devoted to the heritage of Kondratieff and other prominent economists. The year 2015 marks the 150th anniversary of the outstanding Russian economist, one of the most prominent researchers of medium-term economic cycles, Mikhail Tugan-Baranovsky, and the volume is concluded with Kondratieff's article about him. Concerning 2015, we should mention another anniversary, namely, 30 years since the death of Simon Kuznets (1901–1985). This edition will be useful for economists, social scientists, as well as for a wide range of those interested in the problems of the past, present, and future of global economy and globalization.

The idea that political and economic power moves in coordinated cycles has long intrigued political scientists and political economists, for if a pattern exists in the rise and fall of international political power, a model explaining this pattern gains predictive qualities. In Leading Sectors and World Powers, George Modelski and William R. Thompson venture beyond previous attempts to explain why major powers rise, fall, and fight about their changing status to establish an explicit connection between war, economic innovation, and world leadership. They argue that surges in economic innovation, which in turn are tied to global war, determine leadership in the global system. Modelski and Thompson base their theory on the coordination of long cycles (phases of world order and decay punctuated by intensive bouts of global war) and K-waves (cycles delineating the wax and wane of leading industrial sectors). They contend that K-waves appear in paired sets correlated to long-cycle shifts in political power. Modelski and Thompson conclude by discussing the nature and timing of the next K-wave/long cycle peak, commenting on the relevance of it for U.S. industrial policy and speculating on the possibility of evolving away from this pattern in the near future.
