After witnessing her best friend abducted off the street in front of her and then suffering through the loss of her parents in a plane hijacking, Charlotte "Charley" Hunter, lives in a foster home with extremely religious foster parents who will never understand her. When she is surfing, she is spotted by Colonel Black saving the life of a boy who is about to be killed by a large great white shark. The Colonel recruits her for a special program that he is starting to train young people to be bodyguards for young celebrities. She must prove herself among a group of young men who all have talents of their own. Charley is successful in her training and her first few missions, but when she is assigned protection for rock star, Ash Wild on his US tour, she find challenges she never imagined having to face.

Target is a prequel to the Bodyguard series, as Charley tells Cooper the story of how she ended up in a wheelchair. Her story continues in Part 2, Traitor.
