Hard to Be a God

One of the most phenomenal characters ever created, Philomena Cunk, once asked: <blockquote>“God knows everything we're thinking. That's a data privacy nightmare, isn't it? Is there a way to opt out?”</blockquote> It reminded me of a scene in Midnight Mass, when a motorist hastily flees town to escape God’s descent to Earth, shouting: <blockquote>"This is wrong—it's wrong when God is on Earth, not above!”</blockquote> Both of these excerpts, while contextually different, share a surprisingly similar fear: an image of a God who is too close, too real. They refuse to have anything to do with Him, it threw me off. Isn’t the idea of an omniscient, all-powerful being walking among us—seeing our struggle, caring for us, even protecting us—a comforting one? Thinking about an all-powerful deity acknowledging our pain and suffering, witnessing the same atrocities and mass murder as the one we are subjected to with His own eye while not doing anything, letting the women and children burnt and impaled on the stakes and the blood running freely like a river in the spring while keeping His own toes and fingers clean, fully understanding that He has the means to save humanity but staying still and blocking His ears from the wails and screams of the tortured…..alright I’m going to stop there. This uneasy gap between divine presence and divine inaction—between godhood and humanity—is at the heart of Hard to Be a God by Arkady and Boris Strugatsky. Set in a grim, medieval society ruled by ignorance and brutality, the novel follows Anton, a historian from a futuristic, highly advanced Earth, who goes undercover as Don Rumata to observe life in the feudal, backward kingdom of Arkanar. What begins as a detached anthropological mission slowly spirals into an existential horror story. The book delivers a dark, provocative, and brutally intelligent meditation on power, morality, and the soul-crushing cost of empathy in a world that doesn’t want to be saved. At the heart of the novel is the heart-wrenching dilemma of Don Rumata, one of the most complex and psychologically tortured protagonists in all of science fiction. Rumata is a man trapped between worlds—technologically superior and ethically burdened, yet surrounded by barbarism he is forbidden to alter. His tragedy is not his failure to act, but the hypocrisy embedded in his very presence. He condemns interference, yet constantly disrupts the flow of Arkanar’s history through favoritism, hidden protections, and selective saviorism. His arc is one of painful disillusionment. Initially, Rumata sees himself as a kind of enlightened overseer, someone who can steer events with grace and intelligence. But as cruelty and ignorance mount—and as the woman he loves, Kira, becomes a casualty of that chaos—his idealism collapses. His slow unraveling is heartbreakingly human: even with near-omniscient knowledge, he is paralyzed by indecision, hollowed by guilt, and consumed by rage. The godlike figure becomes a broken man. And maybe, in the end, that’s his most human quality. Don Reba, the antagonist and minister of Arkanar, is the book’s chilling embodiment of bureaucratic evil. He’s not a mad tyrant or ideological zealot—he’s a symbol of mediocrity elevated to monstrous heights. A thinly veiled reference to Stalinist bureaucracy, Don Reba represents the kind of systemic, institutional cruelty that doesn’t need vision to be deadly—just power and the will to preserve it. His character contrasts sharply with Rumata’s: cold and calculating versus anguished and paralyzed. At its core, Hard to Be a God is less a story about time-traveling scientists and more a philosophical battlefield. The novel confronts one of the thorniest ethical questions imaginable: Should those with the power to stop suffering be allowed to stand by and do nothing? The Earth Institute’s “Prime Directive”-like policy forbids interference, claiming it will disrupt long-term societal development. But this policy, devised by detached elites on a utopian Earth, reeks of privilege and moral cowardice. It mirrors real-world governance, where insulated politicians dictate laws for people whose lives they cannot begin to understand. The result? Rules that serve ideals over people, principles over lives. This conflict reaches its emotional apex in Rumata’s conversations with Budach and Arata. Budach’s cold logic—that God's mercy can become tyranny and His intervention corrupts—exposes the impossibility of Rumata’s position. And Arata, begging Rumata for the power to fight fascism, is met with refusal—because rules. In these scenes, the novel becomes a scathing indictment of armchair morality. Knowledge, it suggests, means nothing if it’s locked away from those who need it. Rumata’s very existence in Arkanar undermines the Earth Institute’s doctrine. Simply by observing, he alters the social fabric. His presence elevates some, protects others, and influences events—even as he insists on neutrality. This is the observer paradox in its most violent form: to watch is to interfere, and inaction is never innocent. The idea that you can witness horror without participating in it is a myth. The Institute’s policy of withholding knowledge until a society is “ready” mirrors the logic of authoritarian regimes. It infantilizes the oppressed and replicates systems of elitism. Rumata’s selective rescues—his decision to save intellectuals like Budach and Arata, while leaving the masses to rot—echo this same privilege. The book thus poses a damning question: Is there really such a thing as benevolent inaction? Or is silence just another form of cruelty? By the time Anton breaks—when he throws away the rules and unleashes his fury—it’s less a descent into madness than a reclamation of his humanity. His breakdown is not a betrayal of the Earth Institute’s mission, but its natural endpoint. He was never meant to be a god. He was sent to watch, but he cared too much. That, in the end, is both his downfall and his salvation. The Strugatskys don’t give us a hopeful resolution. Rumata’s rage doesn’t spark a revolution. His violence doesn’t heal the world. But that’s the point. Sometimes, rage is the only sane response to absurdity. Sometimes, doing something, even if it’s futile, is more human than standing by and doing nothing. Hard to Be a God is a masterpiece of moral ambiguity—a book that forces readers to confront uncomfortable questions about power, complicity, and the ethics of intervention. It’s a bleak, relentless, and at times excruciating read, but it earns every ounce of its weight. Rumata’s fall is not just the tragedy of a failed observer. It’s the tragedy of anyone who dares to believe that wisdom alone can heal a broken world. In the end, the Strugatsky Brothers don’t tell us what should be done. But they make one thing devastatingly clear: to be a god and do nothing is the most inhuman act of all. P.S: Nonetheless, I have bones to pick with the book. The portrayal of female characters in Hard to Be a God is notably underdeveloped, lacking both agency and narrative depth. Characters such as Kira and Donã Ocana serve primarily as instruments to shape the male protagonist’s arc rather than as autonomous figures with their own motivations or complexities. Kira, cast in the familiar mold of feminine innocence and domestic virtue, ultimately functions as a fridging device—her death serving to catalyze Rumata’s descent into moral chaos. This is particularly frustrating given the narrative forewarning about her vulnerability, especially in Don Condor’s explicit warning: <blockquote>“And all that is precious to us must be either far away on Earth or inside us… If all I know about Don Reba is true… you see what I’m trying to say.”</blockquote> Rumata’s response, a vague “I’ll try to think of something,” reflects a striking passivity that is inconsistent with his otherwise rule-breaking efforts to rescue others, such as Budach and Arata. The fact that he mobilizes Earth technology to save near-strangers but fails to protect the woman he loves strains narrative logic and undercuts the emotional weight of Kira’s death. Likewise, Donã Ocana is introduced with the promise of complexity—as a figure who could subvert her limited position through seductive power—but this potential is quickly abandoned. She is flattened into a stereotypical temptress without interiority or narrative consequence. The result is a disappointingly reductive representation of women in a story that otherwise revels in moral ambiguity and psychological depth. I know that the Strugatskys are subpar in writing female characters but this is especially infuriating and maddening as both of them died for nothing.

The Strugatsky Brothers stand up well against the science fiction of their American rivals but neither school is finding it easy to stand the test of time. They are of their period and so slip gently into academic or even literary antiquarian interest as their primary concerns recede in time. This particular edition [Gollancz] is useful in that context because it has an extensive if perhaps historically parochial post-Fall account by one of the Strugatskys of the ideological and literary struggle in 1963 to get the book published. The novel appeared without formal censorship in 1964. For historians of the Russian intelligensia and literature, his testimony is invaluable. Beyond the usual liberal debates about artistic freedom, what comes across is that the Soviet Union was less a totalitarian horror by 1963 than had decayed into self-regarding squabbles between committee men. As to the story itself, it is reasonably and mostly well written and justifiably holds a place as a classic of Russian science fiction but it will be read today as didactic. It is a commentary on the callousness of strict Marxist-Leninist theory which is why it caused ructions within the literary elite. In essence, the story is of a superior (presumably Communist) civilisation that sends observers into emerging planetary civilisations to report back and add to understanding of the Hegelian dialectic. The social scientist historians heroically suspend their lives to enter into often barbaric societies. Perhaps the too easily worn moral superiority of the hero Anton grates a bit. The idea that a superior civilisation's representatives might be seen as god-like by a developing civilisation when they appear and that members of the latter might hold a futile hope on that score gives us an anti-theology. So far, so Soviet. The problem arises whenever a historian starts to get a moral conscience about the errors being made in a society especially if some force moves a society from its presumed natural development into what is clearly positioned as 'fascism'. In this book, this fascism might as easily be interpreted as the Stalinism of the era of Beria but we should not get too hung up on that. The core is the sense that progressive Hegelian ideology may either have got its analysis wrong or accepting it as wholly right results in a form of moral loss. Before Westerners get too ahead of themselves, the dominant civilisation is not really so different from the one Gene Roddenberry gave us in 'Star Trek'. This was probably no accident. The early 1960s did suggest something possible in world governance whether liberal or socialist. At least the Strugatsky brothers had the courage to face the problem of history, error and morality head-on. I am not sure that American science fiction writers would not have come up against similar ideological issues if their critique had threatened to upset commercial sponsors and advertisers. The story trots along quite nicely in a way that would have appealed to young readers even if it begins in an unaccountably weird obscurity. The book is perhaps not great but it serves its purpose, sufficiently to trigger two subsequent feature films (1989 and 2013). Essentially a novel of ideas set within an adventure tale, in the end it falls between stools. The ideas are not particularly deep while the adventure is presented in a rather cold and detached way. Nevertheless, it has to be regarded as culturally significant and so part of the genre canon.

So. Take some undercover operatives/historians from a future Shangri-La-type, advanced civilization. Send them to observe and study a planet that resembles Earth in the Super Fun Middle Ages (SFMA™). Strictly forbid them to interfere with the delightfully boorish puny locals’ puny affairs, regardless of how desperate/bad/fished up/morally reprehensible/choose all that apply the situation is. What do you get? A bunch of guys with godlike-powers on the verge of a nervous breakdown.

More or less, yes. By the way, Kirkie, I hear that the whole “thou shalt not interfere, NO, though shalt NOT” business is reminiscent of your Prime Directive Thingie (PDT™). Maybe you should consider applying for a consulting job with the above-mentioned reluctant god wannabes. Looks like they could use some advice and stuff.

Our main character (real name Anton, covert name Rumata) is slightly on the brink of such a breakdown. A little. Well, the poor guy is no longer on the brink, really. He has been on this lovely feudal paradise for five years, and is positively swimming in neurasthenia. And fast developing wonderfully bipolar tendencies, too. It’s no wonder, to be honest. I mean, had I been in his place, I would have unleashed the crustaceans on those filthy, uncivilized alien lowlives (aka the “scientific specimens”) a mere five minutes after setting foot on that silly, backward planet. But Rumata has a heart, and I don’t, so he didn’t, but I would have. Oh yes, most definitely. Believe me, these medieval alien lab rats (or is it alien medieval lab rats? I forget) really deserve to die a deathly deadly death. Why, you ask? Well mostly because:

1)	Their complete lack of personal hygiene is absolutely unacceptable and thoroughly revolting. (“My kingdom for a soap bar!” is reported to have said Rumata when taking his last distressfully bubble-free bath.)
2)	Underwear conundrums *shudders*
3)	Unwashed nymphs who reek of body odor mixed with heavy perfume (yummy).
4)	Assorted, um, you know, exotic smells and stuff.

You could say that, yes.

Rumata, although concerned about these stinky predicaments, seems to be a great deal more troubled by local habits and customs I myself find quite charming and delightfully quaint: OTT violence, sex and booze, for example. Always a winning combination in my nefarious world, it is apparently not looked upon very kindly in Rumata’s Utopia-like homeland. (Some people are really weird.) Then there’s the whole, hey-why-don’t-we-turn-our-underdeveloped-medieval-paradise-into-a-feudal-facism-dreamland thingie, which I personally think is pure genius. Rumata, what with his disgusting ethics and repulsive decency, finds this a little distasteful, obviously. (The guy can be such a virtuous bore sometimes *eyeroll*) And doesn’t react too well when the local barbarian nutcases lovely natives start persecuting scientists and scholars, and basically eradicating anyone with an IQ score higher than 2. (I employed both methods myself during the Shrimpy Inquisition of 1256, and they worked wonders, just so you know. Well they worked wonders for me, obviously. Not for puny humans.)

Anyway, all this despicable shit goes down these positive changes are brought about, and they don’t really sit well with poor Rumata. How can an appallingly well-intended, principled guy like him watch these pathetic little not-so-green men feeble alien creatures be ruthlessly oppressed and callously slaughtered and not act, as he was ordered to, I ask you? Well he can’t, obviously. Hence the near-nervous breakdown, slight bipolarity and minor mental instability.

Hey, Rumata! How’s it going? Found any soap yet?

And then what happens, you ask? Rumata kinda sorta loses spoiler spoiler spoiler, and kinda sorta becomes spoiler spoiler spoiler. And then what else? Why spoiler spoiler spoiler, DUH.

➽ Nefarious Last Words (NLW™): this is original. This is thought-provoking. This is funny. This is dramatic. This is fast-paced. And this is entertaining as fish. Need I say more? Didn’t think so. (view spoiler)[

What would it be like to live in a world far back on the historical track, when you have access to an advanced civilization's powers?

This is a classic science fiction question. It might be most famous from Star Trek's Prime Directive. Iain Banks explored it in at least one novel. It's present in many time travel narratives, when people explore the past.

In Hard to Be a God the Strugatsky brothers offer their take, and the result is a powerful novel.

It takes place on an Earthlike world peopled by what are effectively humans, living in a medieval society. Our point of view character is from Earth, which has attained a semi-utopian existence (part of the author's Noon Universe). Anton/"Don Rumata" is an agent for a historical society, assigned to observe this backwards civilization, but not to interfere (a la Star Trek).

The tension of the novel comes from the awful psychological pressure of that mission. The Strugatskii vividly depict a hellish society. Even though they carefully add comic and lovely elements, the Kingdom of Arkanar is no charming Tolkien setting. It's a shambles of cruelty and squalor, ruthlessly quashing the human spirit and fighting hard to block advances. There are fascist aspects, in fact, and named as such. We can sympathize with Anton's desire to intervene, to help, to uplift.

Anton's internal struggle is nicely interwoven with emerging political plots. I don't want to spoil them here, but there are many schemes in play. Our hero has to observe them and try, somehow, to mitigate their worst effects. Like classic spy stories, he starts becoming his cover story.

Hard to Be a God draws on many science fictional tropes. The two worlds idea is deeply familiar, of course. The gap between advanced and not so advanced societies dates back centuries. The critique of various forms of medievalism is another sf theme - indeed, you can read the book as science fiction arguing against fantasy's love for an imaginary middle ages.

There are, of course, Soviet dimensions to Hard to Be a God. On the one hand we can read it as a committed work of Soviet art. The main character is heroic, Russian, based in Moscow; his understanding of history is clearly that of the USSR's, with societies marching forward along a Marxist track. He does not criticize his own world, save to wish it could act more effectively to help others. There is a light Leninist aspect, with Anton insisting on the vital importance of intellectuals in advancing history. No country can develop without science... Without arts and general culture, the country loses its capacity for self-criticism, begins to encourage faulty tendencies, starts to constantly spawn hypocrites and scum, develops consumerism and conceit in its citizens, and eventually again becomes a victim of its more sensible neighbors. Persecute bookworms all you like, prohibit science, and destroy art, but sooner or later you'll be forced to think better of it... (146)And there are echoes to mid-century Soviet foreign policy, which increasingly reached out to the developing world in struggle with the United States. Moreover, religion appears solely as a force for ignorance, power, and brutality.

On the other hand, the novel's plot doesn't fit the historical theory. Arkanar does not advance at all. No renaissance is evident. Intellectuals are useless. In fact, (view spoiler)[the climactic social revolution is actually a theocratic coup, arguably making things even worse. The best we can see is the hero saving one good person while losing another. And he apparently regains his utopian humanity, according to the last lines. (hide spoiler)] Perhaps the book quietly argues that the Soviet model of history is not a reliable one. Further, the novel's antagonist, Don Reba, suggests for me Stalin's head of secret policy, Beria. And the quote from the preceding paragraph easily describes various forms of Soviet repression.

On a related note, Anton and one Dr. Budach argue about the effects of vast power and society in a dialogue late in the book. Budach presses for intervention, calling on a state's might to reform a population. Anton parries this by showing how each such effort would fail or backfire. The conclusion is remarkably suspicious of authority, recalling anarchist thinking as well as science fiction works like Watchmen or LeGuin's Lathe of Heaven.

I haven't read this in Russian, so I can't speak to the translation's quality. The prose is very engaging. As befits a thoughtful, even philosophical sf novel, there are many reflective passages worth dwelling upon:"The essence of man," Budach said, chewing slowly, "lies in his astonishing ability to get used to anything. There's nothing in nature that man could not learn to live with... Probably God, as he was creating man, guessed the torment he was condemning him to and gave him an enormous reserve of strength and patience. It is difficult to say whether this is good or bad. (205)At the same time the text pulses with energy. Descriptions are vibrant, character interactions fascinating, and the whole moves forward quite engagingly.

I hope the 21st century remembers and enjoys novels like this, as the Soviet experiment recedes into the past.
