It's the mid- '90s, and Russia is in turmoil. The transition from a communist to a "free market" economy has created the Wild East. A wealthy, powerful, emerging oligarch has been assassinated and his vast offshore assets are up for grabs. Corrupt forces that include a devious FSB agent and the Russian mafia will stop at nothing to take control of the fortune stashed away in Swiss banks.
