The First Victim

A shipping container full of Chinese immigrants, some dead, some alive, is picked up by the Coast Guard after a typhoon. Inspector Lou Boldt of the Seattle police is put on the case and discovers a Chinese smuggling ring which operates sweatshops and brothels.
