In December 2004, the National Academy of Sciences sponsored a colloquium on â€œSystematics and the Origin of Speciesâ€ to celebrate Ernst Mayrâ€™s 100th anniversary and to explore current knowledge concerning the origin of species. In 1942, Ernst Mayr, one of the twentieth centuryâ€™s greatest scientists, published Systematics and the Origin of Species, a seminal book of the modern theory of evolution, where he advanced the significance of population variation in the understanding of evolutionary process and the origin of new species. Mayr formulated the transition from Linnaeusâ€™s static species concept to the dynamic species concept of the modern theory of evolution and emphasized the species as a community of populations, the role of reproductive isolation, and the ecological interactions between species. In addition to a preceding essay by Edward O. Wilson, this book includes the 16 papers presented by distinguished evolutionists at the colloquium. The papers are organized into sections covering the origins of species barriers, the processes of species divergence, the nature of species, the meaning of â€œspecies,â€ and genomic approaches for understanding diversity and speciation.

The income that supports the activities of the National Academy of Sciences (NAS) comes from two major sources: program revenue received from sponsors to pay for the myriad studies and other activities undertaken each year by the National Academies of Sciences, Engineering, and Medicine, and a much smaller sum that is obtained from our endowment under the endowment spending policies adopted by the Council. The goal of the endowment is to provide stable support for the Academy's programs and activities. Committee on India-United States Cooperation on Challenges of Emerging Infections and Global Health Safety

The United States and India have pledged to deepen the linkages between their people, their businesses, and their governments for the mutual benefit of both countries and for the promotion of global peace, stability, economic growth and prosperity. Both nations are now inclined to improve relations and cooperation, but the nations need specific actions that will yield progress and build confidence and momentum for further cooperation. The Indo-U.S. Workshop on Challenges of Emerging Infections and Global Health Safety, held in November 2014, encouraged scientists from both countries to examine global issues related to emerging and existing infections and global health safety, to share experience and approaches, and to identify opportunities for cooperation to improve practice and research in these areas. Within the next decade, many thousands of U.S. and Russian nuclear weapons are slated to be retired as a result of nuclear arms reduction treaties and unilateral pledges. Hundreds of tons of plutonium and highly enriched uranium will no longer be needed for weapons purposes and will pose urgent challenges to international security. This is the supporting volume to a study by the Committee on International Security and Arms Control which dealt with all phases of the management and disposition of these materials. This technical study concentrates on the option for the disposition of plutonium, looking in detail at the different types of reactors in which weapons plutonium could be burned and at the vitrification of plutonium, and comparing them using economic, security and environmental criteria.

The Arthur M. Sackler Colloquia of the National Academy of Sciences address scientific topics of broad and current interest, cutting across the boundaries of traditional disciplines. Each year, four or five such colloquia are scheduled, typically two days in length and international in scope. Colloquia are organized by a member of the Academy, often with the assistance of an organizing committee, and feature presentations by leading scientists in the field and discussions with a hundred or more researchers with an interest in the topic. Colloquia presentations are recorded and posted on the National Academy of Sciences Sackler colloquia website and published on CD-ROM. Panel on Scientific Communication and National Security

The military, political, and economic preeminence of the United States during the post-World War II era is based to a substantial degree on its superior rate of achievement in science and technology, as well as on its capacity to translate these achievements into products and processes that contribute to economic prosperity and the national defense. The success of the U.S. scientific enterprise has been facilitated by many factors, important among them the opportunity for American scientists and engineers to pursue their research-and to communicate with each other-in a free and open environment. During the last two administrations, however, concern has arisen that the characteristically open U.S. scientific community has served as one of the channels through which critical information and know-how are flowing to the Soviet Union and to other potential adversary countries; openness in science is thus perceived to present short-term national security risks in addition to its longer-term national security benefits in improved U.S. military technology. The Panel on Scientific Communication and National Security was asked to examine the various aspects of the application of controls to scientific communication and to suggest how to balance competing national objectives so as to best serve the general welfare. The Panel held three two-day meetings in Washington at which it was briefed by representatives of the departments of Defense, State, and Commerce, and by representatives of the intelligence community, including the Central Intelligence Agency, the Federal Bureau of Investigation, the Defense Intelligence Agency, and the National Security Agency. The Panel also heard presentations by members of the research community and by university representatives. In addition to these briefings, the Rand Corporation prepared an independent analysis of the transfer of sensitive technology from the United States to the Soviet Union. To determine the views of scientists and administrators at major research universities, the Panel asked a group of faculty members and administrative officials at Cornell University to prepare a paper incorporating their own views and those of counterparts at other universities. The main thrust of the Panel's findings is completely reflected in this document. However, the Panel has also produced a classified version of the subpanel report based on the secret intelligence information it was given; this statement is available at the Academy to those with the appropriate security clearance.

Committee on Anticipating Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories

During July 10-13, 2011, 68 participants from 32 countries gathered in Istanbul, Turkey for a workshop organized by the United States National Research Council on Anticipating Biosecurity Challenges of the Global Expansion of High-containment Biological Laboratories. The United States Department of State's Biosecurity Engagement Program sponsored the workshop, which was held in partnership with the Turkish Academy of Sciences. The international workshop examined biosafety and biosecurity issues related to the design, construction, maintenance, and operation of high-containment biological laboratories- equivalent to United States Centers for Disease Control and Prevention biological safety level 3 or 4 labs. Although these laboratories are needed to characterize highly dangerous human and animal pathogens, assist in disease surveillance, and produce vaccines, they are complex systems with inherent risks. Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories summarizes the workshop discussion, which included the following topics: Technological options to meet diagnostic, research, and other goals; Laboratory construction and commissioning; Operational maintenance to provide sustainable capabilities, safety, and security; and Measures for encouraging a culture of responsible conduct. Workshop attendees described the history and current challenges they face in their individual laboratories. Speakers recounted steps they were taking to improve safety and security, from running training programs to implementing a variety of personnel reliability measures. Many also spoke about physical security, access controls, and monitoring pathogen inventories. Workshop participants also identified tensions in the field and suggested possible areas for action.

Biosecurity Challenges of the Global Expansion of High-Containment Biological Laboratories

The United States economy relies on the productivity, entrepreneurship, and creativity of its people. To maintain its scientific and engineering leadership amid increasing economic and educational globalization, the United States must aggressively pursue the innovative capacity of all its people—women and men. However, women face barriers to success in every field of science and engineering; obstacles that deprive the country of an important source of talent. Without a transformation of academic institutions to tackle such barriers, the future vitality of the U.S. research base and economy are in jeopardy. Beyond Bias and Barriers explains that eliminating gender bias in academia requires immediate overarching reform, including decisive action by university administrators, professional societies, federal funding agencies and foundations, government agencies, and Congress.
