"Recent agricultural reforms in the People’s Republic of China have generated great interest in the ability of the Chinese state, traditional and modern, to accommodate rapid economic change. Exhausting the Earth examines an earlier period—from the late Ming to the mid-Qing era marked by tremendous population growth, extension of the market, and increases in agricultural productivity. Peter C. Perdue describes the relationship between agricultural production and state policies toward taxation, land clearance, dike-building; property rights, and agriculture in Hunan. During the late seventeenth and early eighteenth centuries, Hunan changed from a peripheral, sparsely populated region into a crowded, highly commercialized, grain-exporting province. State policies had stimulated this growth, but by the early nineteenth century serious signs of overpopulation, social conflict, and ecological exhaustion had surfaced. Local officials were conscious of these dangers, but the influence of the state on the economy was so weakened that they could not alter the ominous trends. The stage was set for the disintegration and rebellion of the nineteenth century. This in-depth study of official policies in one region over a long stretch of time illuminates the dynamics of official initiatives and local response."

While pre-modernity is often considered to be the 'time' of non-European regions and modernity is seen as belonging to the West, this book seeks to transcend the temporal bifurcation of that world history into 'pre-modern' and 'modern', as well as question its geographical split into two irreconcilable trajectories: the European and the non-European. The book examines shared experiences of modern transformation or modernity in three regions -- China, India and the Ottoman Empire -- which conventional historiography identifies as non-European, and therefore, by implication, outside of modernity or only tangentially linked to it as its victim. In other words, this work looks at modernity without reference to any 'idealised' criteria of what qualifies as 'modern' or not, studying the negotiation and legacies of the early modern period for the modern nation state. It focuses on the experience of modernity of non-European regions for they play a crucial role in the new phase of transformational patterns may have deeper roots than are generally assumed. Rejecting European characterisations of 'eastern' states as Oriental despotisms, the volume conceives of the early modern state as a negotiated enterprise, one that questions the assumption that state centralisation must be a key metric of success in modernisation. Among other topics, the book highlights: state formations in the three empires; legislation pertaining to taxation, property, police reform, the autonomy of legal sphere, the interaction of different types of law, law's role in governance, administrative practice, negotiated settlements and courts as sites of negotiation, the blurred boundaries between formal law and informal mediation; the ability of 18th century Qing and Ottoman imperial governments to accommodate diverse local particularities within an overreaching structure; and the pattern of regional development pointing to the accommodative institutional capacity of the Mughal empire.

The third and final volume of Asia Inside Out, Itinerant People focuses on the idea of "Diasporic Asia" - the meanings of the movement of people, past and present. Which specific groups and communities linked the trading empires of the South China Coast, South Asia, and the Middle East ? Who actually traveled in the ships, and who travels in our modern jumbo jets? The authors consider the varied experiences of important mobile ethnic groups and their modern descendants. It is no accident that many of the descendants of these traveling communities can still be found around the rim of the Indian Ocean - and that many have seeped up into the land- and sea-scapes of the South China coast. The book explores the transient histories of "people on the move," through voluntary or involuntary circulation, either part of chosen paths (such as migration) or the radials of coerced journeys (such as slavery, or the dislocations wrought by conflict). The fluidity of human movement has acted to render the evolution of "Asia" more complex, both reinforcing older connections across time and space and forging new connections.--
