William C. Kirby examines the successes of leading universities—The University of Berlin and the Free University of Berlin in Germany; Harvard, Duke, and the University of California, Berkeley, in the United States—to determine how they rose to prominence and what threats they currently face. Kirby draws illuminating comparisons to the trajectories of three Chinese contenders: Tsinghua University, Nanjing University, and the University of Hong Kong, which aim to be world-class institutions that can compete with the best the United States and Europe have to offer. But Chinese institutions also face obstacles. Kirby analyzes the challenges that Chinese academic leaders must confront: reinvesting in undergraduate teaching, developing new models of funding, and navigating a political system that may undermine a true commitment to free inquiry and academic excellence.

The fifteenth and final volume of the series The Making of Modern Freedom, this book explores a variety of issues surrounding questions of human rights and freedom in China. The chapters suggest very significant realms of freedom, with or without the protection of law, in the personal, social, and economic lives of people in China before the twentieth century. This was recognized, and partly codified, in the early twentieth century, when legal experts sought to establish a republic of laws and limits. The process of legal reform, however, would be placed firmly in the service of strengthening the post-imperial Chinese nation-state, culminating after 1949 in despotism unparalleled in Chinese history. Nevertheless, the last decades of the twentieth century and the first years of our own would witness a slow, steady, but unmistakable reassertion of realms of personal and communal autonomy that show, even in an era of strong states, at least the prospect of institutionalized freedoms.

The global order, based on international governance and multilateral trade mechanisms in the aftermath of the Second World War, is changing rapidly and creating waves of uncertainty. This is especially true in higher education, a field increasingly built on international cooperation and the free movement of students, academics, knowledge, and ideas. Meanwhile, China has announced its plans for a "New Silk Road" (NSR) and is developing its higher education and research systems at speed. In this book an international and interdisciplinary group of scholars from Europe, China, the USA, Russia, and Australia investigate how academic mobility and cooperation is taking shape along the New Silk Road and what difference it will make, if any, in the global higher education landscape. Opening chapters present the global context for the NSR, the development of Chinese universities along international models, and the history and outcomes of EU-China cooperation. The flows and patterns in academic cooperation along the NSR as they shape and have been shaped by China's universities are then explored in more detail. The conditions for Sino-foreign cooperation are discussed next, with an analysis of regulatory frameworks for cooperation, recognition, data, and privacy. Comparative work follows on the cultural traditions and academic values, similarities, and differences between Sinic and Anglo-American political and educational cultures, and their implications for the governance and mission of higher education, the role of critical scholarship, and the state and standing of the humanities in China. This volume deals with the integration of modern China into processes of global exchange and cross-border interaction. The articles explore the broader theme in different ways and in different subfields, ranging from the history of political ideas to the history of institutions, from global migration of people to the transmigration of academic discourses. Focusing on modern as well as contemporary periods, the studies demonstrate that China in the course of the twentieth century became an ever more important nodal point in a complex set of worldwide networks and engagements. The integration into global networks, together with the global consciousness that corresponded with it, made possible significant connections transcending national borders. The essays also show that the effects could be homogenizing (or globalizing), but at the same time the growing interactions also produced opposition and fragmentation.
