1992. Behind Latvia's official autonomy, powerful forces are at work with close links to the Russian Mafia. A rubber dinghy washes up on the southern Swedish coast. It contains two corpses. The police in Ystad, led by the redoubtable Detective Superintendent Kurt Wallander are able to establish that the two men were murdered and that the dinghy originated in Latvia. A Latvian police officer assists with the investigation and the case of the two dead men is seen to be the product of an internal Mafia dispute, and he returns to Latvia -- only to be murdered. The redoubtable Inspector Wallander sets off for Riga, with Blomman, a young Ystad cop of Latvian extraction. A deadly game of cat and mouse ensues in the shadow of the collapse of the Soviet Union.
